Decisão judicial da 2ª Vara da
Fazenda de Belém que impedia a Concessão Florestal das Glebas Mamuru
Arapiuns, que abrangem os municípios de Santarém, Juruti e Aveiro.

O Instituto de Desenvolvimento Florestal
e da Biodiversidade do Estado do Pará (Ideflor-bio) obteve efeito
suspensivo junto ao Tribunal de Justiça do Estado do Pará (TJPA) contra a
decisão judicial da 2ª Vara da Fazenda de Belém que impedia a Concessão
Florestal das Glebas Mamuru Arapiuns, que abrangem os municípios de
Santarém, Juruti e Aveiro. Com a liminar obtida pela Procuradoria do
Estado, o instituto poderá prosseguir com o processo de licitação
(concorrência pública) que tem por objeto a outorga do direito à
exploração das Unidades de Manejo Florestal (UMFs) IV e V.
O edital para a concessão, que
encontrava-se suspenso desde o dia 12 de junho, foi relançado em março
deste ano e teve sua primeira fase iniciada em abril. A licitação foi
aberta para pessoas jurídicas, incluindo micro e pequenas empresas,
cooperativas e associações de comunidades e organizações da sociedade
civil de interesse público, constituídas sob as leis brasileiras e que
tenham sede e administração no país, cadastradas ou não no Sistema de
Cadastramento Unificado de Fornecedores (Sicaf) e que atendam às
condições estabelecidas no edital.
Por meio da concessão, o patrimônio
florestal é gerenciado de forma a combater a apropriação indevida de
terras públicas, evitando, assim, a exploração predatória dos recursos
existentes e a conversão do uso do solo para outros fins, como pecuária e
agricultura, e promovendo uma economia em bases sustentáveis e de longo
prazo.
Após concluída a licitação, será feita a
assinatura do contrato com as empresas vencedoras, as quais ganham o
direito de praticar manejo florestal sustentável nas unidades de manejo,
por meio de contrato de concessão florestal com vigência de 30 anos,
prorrogáveis por mais cinco e sem possibilidade de renovação.

combat the misappropriation of public lands, thus avoiding the predatory
exploitation of existing resources and the conversion of land use to
other purposes, such as livestock and agriculture, and promoting a Economy on a sustainable and long-term basis.Once
the bidding process has been completed, the contract will be signed
with the winning companies, which will earn the right to practice
sustainable forest management in the management units, through a 30-year
forestry concession agreement, renewable for a further five and without
